History of Netherlands license plates


The Netherlands has had several changes in its vehicle registration system. Since 1951, a system made up of three groups of characters has been maintained. Since February 2000, the European blue band with the NL country code has been used on the left side of the plate. The position of the letters in the combination changes with each new series. Since 1978, plates have used black characters on a yellow background. From 1951 to 1978, plates used white characters on a dark blue background. In this first type of registration plate, letters were first used in the first position, then in the third, and finally in the second. In 1906, the registration plate format became "xx-ddddd" with white characters on a dark blue background, where "xx" represented the provincial code, and "ddddd" represented the serial number. (See map below). Once the number 99999 was reached, a new number was added directly after the regional letter, something that only happened in two provinces, G and H. This system remained in use until 1951, when the current Dutch registration system was introduced.

The Netherlands was one of the first countries in the world to introduce a vehicle registration system. In February 1898, the first registration plate was issued, using a serial numbering system starting from 1, either in white on black or black on white.


Stolen or lost license plates


When a license plate is stolen or lost, the vehicle receives a small number above the first dash shown between the first two groups of characters. The total number of times a plate can be replaced is 19. Up to number 9, the number is shown at the top of the dash. From replacement number 10 to 19, the second digit is shown above the dash. It is rare to find a plate with a number higher than 4. This sub-numbering system is also used on motorcycles and vans, with a small exception for American-sized registration plates, where the number is shown in the lower left corner. The cost of remaking a Dutch registration plate is approximately at least €25, although it depends on the company producing the plate.

How Netherlands export license plates work


In 2014, Netherlands export license plates underwent small changes in their configuration, adopting the same format as ordinary registration plates but with black characters on a white background. These Dutch registration plates are only used for vehicles previously registered in the Netherlands and have a maximum validity of 14 days. A green sticker label from the exporting company may appear somewhere on the plate to provide official recognition and avoid issues with foreign police authorities. Export registration plates can be self-manufactured without the use of black borders.

On the other hand, temporary transit plates issued within the national borders keep the same format and coding used in the previous system, with a validity of 14 days and intended only for vehicles that have never used Dutch registration plates.

Motorcycle license plates


Dutch motorcycle license plates use square-format plates with black characters on a yellow background, displaying three groups of characters. The first letter, regardless of the order, identifies a Motorcycle. Mopeds and low-speed vehicles use differentiated smaller plates with yellow or blue backgrounds and without the European band.

The physical plate is the same as the standard plate with black characters on a yellow background and the NL European band on the left side. Dutch Diplomatic Corps license plates


The Diplomatic Corps license plates begin with, or display in the middle group of characters, the letters CD, without showing any national identifier on the plate. For example: CD-00-00. For vehicles belonging to international organisations, the registration plates begin with or include the letters BN, but always starting with a number equal to or higher than 9000, regardless of the position of the letters.

MMBS (Low-speed vehicle) - Tractors


Since 2021, MMBS vehicles have started using official tractor registration plates, using the ordinary registration system beginning with the letter T. Example: Txx-99-x


Vehicles with registration plates beginning with MM-BS indicate that the vehicle cannot exceed a certain speed. These registration plates use the MM-BS-x0 configuration, where the penultimate digit may or may not vary. These plates were not officially recognised, and were occasionally used on vehicles that did not comply with regulations for illicit purposes, as they did not use a legal numbering system.


The last two characters used on these registration plates may be: • T5 indicates an agricultural or forestry vehicle with a maximum speed of 45 km/h • Z1 indicates that the vehicle cannot exceed 25 km/h • Z2 and Z3 indicate that the vehicle cannot exceed 45 km/h


To drive this type of vehicle, it is necessary to hold a valid driving licence (since 2015). They may be used, for example, by escort vehicles accompanying heavy transport. These registration plates are usually accompanied by an orange reflective triangle. (See image).
