Current Vehicle Registration System
Since 1993, Azerbaijan license plates have featured black characters on a white background, with the national flag and the oval country code "AZ" on the left side of the plate. From 1993 to 2011, the flag was wavy, but since 2011 it has appeared straight. That year, the "AZ" mark was updated to include an RFID chip (radio frequency identification) in a small box below the letters. The license plate format is XX-LL-000, where XX indicates the regional code (see all codes), and LL consists of two letters in ascending order, although they may also indicate the type of vehicle—for instance, if the first letter is Z, it denotes a trailer plate.
Other Types
Depending on the letters used, license plates can indicate different types of vehicles. AA to AZ identifies vehicles from state-funded organizations. FH is used for fire trucks. TA to TH (white on blue background) are for privately-owned public transport; TA specifically for taxis (since 2011). ZA to ZX are trailer plates, with ZC (black on yellow background) reserved for foreign-owned trailers (see example). Vehicles owned by foreigners have black characters on a yellow background with the format P/H 000 000 (see example). Motorcycle plates have a two-line format: the top line shows the regional code and a letter separated by a hyphen, while the bottom line includes three digits from 001 to 999.
Diplomatic Corps
Diplomatic license plates feature white characters on a red background. The first letter indicates diplomatic status, followed by three digits identifying the country (e.g., 002-France, 006-Germany), and two serial digits. The letters AZ appear on the left side (occasionally on the right), but the flag is not included (see diplomatic plate example).
